Paralyzing Palm – The Paralyzing Palm ability allows you to occasionally perform a special palm strike in VATS, paralyzing the enemy for 30 seconds. Note that you must be unarmed to use this.

Hacker – Failed a hacking attempt and couldn’t get into someone else’s computer? It happens, but not to a true Hacker! With this ability, you can retry hacking any computer that has blocked your access.
Requirements: Level 18, Science 70, Intelligence 7. Ranks: 1. ID: 00031dc4.
Massed Fire – With this ability, your accuracy on specific body parts in VATS increases slightly with each subsequent shot to that part.
Requirements: Level 18, Energy 60, Weapon 60. Ranks: 1. ID: 00044caf.
Burglar – With the Burglar perk, you can attempt to re-pick any lock, even one broken by a “forced pick” attempt. Requirements: Level 18, Lockpicking 70, Perception 7. Ranks: 1. ID: 00044cb0.
Explorer – When you take this ability, all game locations will appear on your map. So get out there and explore!

Death on Takeoff – Killing an enemy while in VATS restores 20 Action Points upon exiting VATS.
Requirements: Level 20. Ranks: 1. ID: 00099834.
Ninja – This ability grants you the power of fabled shadow warriors. When attacking with a melee weapon or unarmed, you gain a 15% increased chance to score a critical hit. Critical hits while sneaking deal 25% more damage than normal.
Requirements: Level 20, Melee 80, Stealth 80. Ranks: 1. ID: 00031dcc.
Solar Cell – When exposed to direct sunlight, you gain an additional 2 points of Strength and slowly regenerate lost health.

Laser Chief – Whatever laser weapon you use—from a simple pistol to a mighty Gatling laser—its damage is increased by 15% and critical hit chance by 10%.

Nuclear Chemist – You have unlocked the great secrets of the pre-war masters: the formulas for special types of Nuka-Cola! This ability allows you to brew Nuka-Cola using special recipes.
Requirements: Level 22, Science 90. Ranks: 1. ID: 00165ae6.
Friendly Banter – Your hits deal significantly less damage to your companions, allowing you to carelessly rain fire down on everyone around you.

Swift Strike – No one can dodge Swift Strike! Attack speed with melee and unarmed weapons increased by 30%.
Requirements: Level 24, Unarmed 90, Dexterity 7. Ranks: 1. ID: 00165446.
Nerves of Steel – With the “Nerves of Steel” perk, Action Points regenerate significantly faster. Requirements: Level 26, Dexterity 7. Ranks: 1. ID: 000e2c49.
Rad Absorption – With the Rad Absorption ability, your radiation levels will decrease automatically over time (-1 RAD every 20 seconds).
Requirements: Level 28, Stamina 7. Ranks: 1. ID: 000e2c4a.
