Military Policies

Strategic Air Force

+50% 🎯 Production toward all air units and toward Carriers.

Required Civics:

  • Globalization

In order to protect itself and its allies from the “Red Menace,” the United States merged several of the Army air forces in March 1946 AD, forming the Strategic Air Command. Establishing its headquarters on Offutt Air Force Base (near Omaha, about as far from Soviet bombers as could be found), SAC was responsible for the land-based strategic bombers that would rain nuclear destruction down in the much anticipated Armageddon.

SAC initially totally 37 thousand military personnel, but continued to grow as its Soviet counterpart – in 1980, the largest air force in the world – did throughout the Cold War. And as its Soviet counterpart had, SAC was put in charge of the ICBM arsenal as well.

Economic Policies

Ecommerce

+5 Production and +10 Gold from international Trade Routes.

Required Civics:

  • Globalization

In 1979 AD, Michael Aldrich demonstrated the first online shopping system, the beginning of electronic commerce (or e-commerce).

From that primitive launch, e-commerce now uses computer networks (notably the internet) for such activities as electronic funds transfers, online marketing and sales, virtual shopping, supply chain management, electronic data exchange, inventory management.

E-commerce allows consumers to electronically exchange goods and services with no barriers of time or distance. In 2012, e-commerce sales topped one billion dollars for the first time, and has expanded significantly since to blur the boundaries between conventional and electronic commerce even more.

Online Communities

+50% Tourism output to civilizations to which you have a Trade Route.

Required Civics:

  • Social Media

Where “community” was once defined by place, now it is defined by common interests, common concerns, or cat videos. Virtual communities have proliferated with the expansion of the internet, notably via portable devices.

Through chat rooms, forums, e-mail lists, and social networking services, many people now have thousands of “invisible friends”… along with, or instead of, the real ones next door. The trend towards belonging to an online community is spreading; as of 2013 AD, there were 20 major virtual communities with over 100 million members each.

Diplomatic Policies

International Space Agency

+5% Science per city-state you are the Suzerain of.

Required Civics:

  • Globalization

Historical Context An “International Space Agency” doesn’t exist yet … but it’s only a matter of time. Given the creation of the UN Office for Outer Space Affairs, established to promote peaceful international cooperation in the exploration (and, likely, exploitation) of space, as well as the “utilization of space sciences and technology for sustainable economic and social development” of its member states, it may well be under UN control.

Multinational space organizations such as the ESA (European Space Agency, established in 1975) will also likely form a vital element of any such future agency. And, no doubt, one of the first projects will be assumption of managing the International Space Station, currently a joint project of five participating national space agencies and protected by a web of intergovernmental treaties and agreements.

Collective Activism

+5% Culture per city-state you are the Suzerain of.

Required Civics:

  • Social Media

While liberal (in the economic sense) economists proposed the idea that people were strongest when working in their individual interest, sociologists pointed to the power of rallying around a common idea, a common good.

In the latter half of the 20th Century, a number of activist leaders (Gandhi, King, Mandela, etc.) called for non-violent collective actions – boycotts, rallies, strikes, sit-ins, marches, petitions, educational programs, and such – to effect social, economic, political, and environmental changes.

In industrial nations with semi-democratic governments, these have proven effective (sometimes). Collective activism has now gone viral, with social media and the internet now encouraging public support (financial, if nothing else) for these movements.
